Then why not walk around summoning undead without worrying about getting slayed?

Because Invoker's statement is slightly inaccurate. If you are seen doing a crime (such as creating undead on duchal lands) you are KoS.
More imporantly, you're outing yourself as a necromancer and subjecting yourself to a lot of hostility. Not going to get a lot of friends that way, and certainly not any position of influence outside of maybe the Zhentarim (but even there, they don't have much use for people who are practically universially despised outside of the Zhentarim).
Then you'll eventually end up in a PvP where you die. And another one. And another one. And so on. Until the character becomes a joke, like so many others before it.

I totally agree with it (experienced it myself). On the other hand, current PvP rules can easily be abused to the degree when you become invincible no matter what you do (except blatant godmodding). Technically, you can walk away / relog / start OOC whining, and it makes PvP over. It is not a theorycraft, this is what happens more and more often. Thank you! I did find it at the traveling merchants in Beregost. It's called the "Black Skull" and sells for 5000gp. 2 uses per day of desecrate.
