In general, we have always tried to do things based on what the average player can be expected to do or learn to do. If you balance the server on the worst player there is no challenge and thus very little reason to play PvE after the first week. If you balance it on the best players the challenge level is so high that 95% of players will get frustrated and leave. There needs to be enough challenge that MOST players take a very long time to learn how to handle mobs and especially bosses in PvE. By doing it this way the server offers a reasonable challenge that keeps players interested. Likewise, in some ways it encourages RP or at least forging relationships with other players in order to get help with bosses/area's you can't solo.
Unfortunately if you try to balance on the top or bottom you will end up with a game that very few players will enjoy.

Fluff RP... that mess is way OP. So is the OOC'ing.
.... oh, mechanics. Umm, elves? No! Drow. Tieflings too. They're like, everywhere, dressed up like they all have 18+ charisma when we all know damn well they have 8.

As far as I'm concerned, when any tiefling uses the appearance changer, the only outfits that should be available to them are a burlap sack or mud. Devil-spawns are repulsive!
On that note, the appearance changer is totally OP
