Schrödinger's Cyricism: NPCs simultaneously know everything and nothing about Cyric until observed by the Cyricist. Then they default to the state that disadvantages the Cyricist the most.

I would say more chaotic neutral... yeah he is F****** with everyone just for the hell of it but he is not going around killing, torturing, raping, or corrupting people either. Definitely chaos but not much evil aside from simple pettiness and childish selfishness. This could be anyone's child.
