Upperdark - North of Grottoes

This area is marked as Upperdark, yet my surface character was receiving no XP from mobs there, nor could he loot chests.
The message 'You are not allowed to loot here. Please read the server rules.' popped up when I attempted to loot a chest.

It seems the area has been mistakenly set to Underdark.
