Can this description get some clarification? It makes no sense to me at all.

It basically increases the EB of your weapon to +6 for one round. I forget what the cooldown is, but I don't think it's very long. It's a reserve feat spell, so when memorized you put the feat in your quick bar and click it whenever you're fighting and it isn't on cooldown for an extra +2 AB/Damage for 1 round. Just make sure to click at the end of your attack round since like all custom feats it will interrupt your attack sequence.

That would be because you have to target an opponent to use it. You don't cast it on yourself.

Same as all similar reserve feat style melee attacks, afaik.
