Half Drow Half Moon Elf

If I wanted a character that was Half Drow, Half Moon Elf, is there any way a DM could give her Darkvision and the Darkness Spell? If it is, would that raise her ECL by 1?

In Forgotten Realms there are no elven "mongrel" races, so to speak. From such an unlikely union the child would be either a full drow or full moon elf. There's no half-drow half-moon elf, I'm afraid.

So even if the mother was taken and sold into slavery in the underdark, the child would still be in full appearance of either a moon elf or a drow? No blue-skinned moon elf with white hair would be possible?

It would, racially and physicaly, be either a full moon elf with moon elven looks or full drow with drow looks.

Moon elven looks range from between pale to icy-blue (light tones) skin. Hair ranges from black, between various shades of blue, silvery-white to some more rare human-like colours.
