Based on all the feedback here, I just built one with an effective 35 DC. Will take it out for a spin soon. Thanks guys!
The utmost I could come up with, by the way, is a Tiefling with 36. It is viable even against immunes, but depends on using expensive scrolls and is hence not really suited to regular play.

Let's take this discussion further, what about you kill on frist fkury and result in cleave action, can the cleave set up a possible paralysis situation? And great cleave as well....

highly unlikely
DA requires that they are unaware of you and only the first flurry out of stealth gets that
so unless you kill something in the first or second hits and have one left in your first flurry i doubt it would work, and even then targets other than your primary are going to become aware of you before you get the chance to finish off the primary target usually
you would need something like mass blindness/deafness to get some SA cleaves

If you are looking for a build that can incapacitate multiple foes, I would suggest your theory craft move toward something like R10/GFK7/BG4/A9 as an example. In addition to Death Attack you can go for Shield Slam and Blinding Strike. This allows you to utilize HiPS, Shield Slam, Blinding Strike, Feint (if you take the feat or get the belt) and 6 times per day Ghost step to deliver your sneak attacks. In addition you get 5 (R) + 5 (A) + 2 (GFK) + 1 (BG) = 13d6 sneak dice. Now, for this build I would focus more on STR for the Shield Slam DC with 14 DEX And 14 or 16 INT, rather than maxing INT. However, if you want to have ultimate flexibility in delivering sneak attacks and incapacitating foes I think this does it.
Also, an under utilized tactic on the server is poisons. We have many really nice one's on the server, including DC 20/21 on hit blindness poisons, which with the Poison Use feat can land multiple times. Carrying around a few stacks of those and using them liberally can actually cause you to land on hit blindness relatively often. In addition, since it is not stat loss many enemies (even some bosses) which are immune to stat loss are not necessarily immune to poison and thus may be subject to rolling a 1 and becoming blind (and thus basically helpless.)

I think the hin in Soubar used to sell them (it's been a while). They are also relatively common drops.
