Getting hit on a roll that is lower than my AC AND not on a 20

Something (do-me) right there. I have 43 and the orc hits me with 19 (+21) for a total of 40.

It could be the Orc flanked your PC, and/or another DEX-denying aspect that made your AC, for THAT moment, lower than 43 (cause you know...the Character Sheet is notorious for lying! 8-) ).

his dex modifier is only +1 since his dex is 13.

so 43-1 is 42.

from the 42, if he was flanked, it might lead to 40.

but from the log, it looks like it doesnt make sense

Man at Arms has Heavy Armor Optimization and Greater Heavy Armor Optimization. That means +2 Dodge AC plus whatever he has on the boots he's wearing. Thus if flanked it would very well answer for why he was hit at a lower number than his AC.

my question to you on this is was it a critical hit? some weapons the orcs have crit on a 19 or 20

Only 20's are natural hits, I had enemies miss on 19 before.

sometimes the character sheet gets bugged/lies. You may want to log out and back in...unequip and reequip gear and double check the AC manually (i.e. 10 base + 9 FP w/ 1 DEX + X armor AC EB + Y (dodge/deflection/natural) + Z Shield etc.etc.etc....)

I have had some really funky stuff happen when trying to break things while testing various bits of functionality and can attest that pretty much ANYTHING on the character sheet in NWN2 can be bugged/wrong.

This. The combat log shows the attack happened before his initiative roll so he was definitely flat-footed at the time, meaning all DEX and Dodge AC were ignored for that attack.
