Harper Priest animal companion and turning progression

Yeah, something is broken. I think Harper Priest is.
So the Animal Companion Progression doesn't work correctly.
Cleric 15/ Harper Priest 5/ Hierophant 10, Animal domain, Epic Animal Companion. Gets a level 19 Animal companion. Should be level 23 Animal Companion.
Level 19 animal companion corresponds to 24-26 animal companion levels. I think.
Also, my max turning on that character, with improved turning and Harper Priest was 30.
Which would suggest turning progression doesn't work for Harper Priest as well. (Turning level is 25)
I made a cleric 30 to test this, animal domain, EAC. Everything works there.
I think Harper Priest animal companion and turning progression are broken. At least on JEGs. No idea about live.
Yeah, I can confirm level 19 animal companions are at level 24-26 with epic animal companion.
