Bugged Bracers of Blinding Strike

Has anyone been experiencing Bracers of Blinding Strike that don't work when you activate the Haste ability? I'm talking about the ones with +4 armour AC and Haste at CL 10 twice per day. My character carries four of them and half the time I click on them, the ability is spent without actually hasting me. They used to work just fine. :(
