If you look at this side, you can see what item that is in the og game nwn2 and you will find many of them in oure game BGTSCC,net, but some time i wish we could add more skills point on those items we found, couse we need more uinque items and those items from nwn2 is unique but they need skills point http://www.gamebanshee.com/cgi-bin/sear ... ms.id=1956

I'm sure you are familiar with the concept of "power creep." So that is why I asked what is it that you wish to Roleplay that is "blocked" or impossible within current limits or conditions?

Lock, there already exists MULTIPLE and PLENTY items that have multiple +3 Skill bonuses. Both dropping from the RIG and from the various NPC merchants.

If you're looking for items that grant skills, generally, then random drops as said^^.
If you're looking for particular types of item with particular skill bonuses, then that maybe a matter for potential crafting/enchanting systems. It'd be an vast shop otherwise, to have all the various combinations of item properties.
