Maybe the Palace District, Temples area? Don't think it worked there when I tried it a few days ago.

Pretty sure Rockrun is non-functional, as are all of the interior zones associated with it. (Rockrun Den; the... keep thingy, the gnome fortress; Runner's Pass; Tunnelrunner; the gardens; temple; mine; forge; etc.)

I'm still waiting for the Nexus to be available. You can buy the kits in Nexus, and it's the perfect place to setup your new PC's look before heading into RP for the first time.
