So I have 21 Cha and 20 Str. I leveled up, and I will take Hospitaler, which will give me two feats. The first feat selection is for a bonus Hospitaler feat, so I take Great Strength, which bumps me up to 21 Str. So far so good.
On the next feat selection page, which is a general feat pick, Epic Divine Might doesn't show up.
I tested it out in JEGs, and I will be able to take EDM in two more levels, even on a Hospitaler level.
So the only thing it can be, IMO, is that the 21 Str requirement isn't fulfilled by taking Great Strength on the same level you want to take EDM.
Just a PSA for anyone who might have the same issue in the future!

From what I remember, you are only able to pick EDM on a class level that allow you to pick from among the Turn Undead meta feats.
I don't remember the Hospitaler progression for Turn Undead, but could it be that Hospitaler doesn't get full progression, and you're trying to use a General Feat on an non-progression level?

EDM is an epic feat, not a divine one, and can be taken on any class.

stat feats are not effective on the same level you gain them from what i remember

The feat is not counted and saved to your PC, until you save at the end of the level up. So, the STR you gain from the feat is not considered counted, while trying to take another feat that requires that extra STR before it will allow you to select it.
