As far as I'm aware, the storage system operates based on character name, and I managed to crack back into mine at the end of the last RCR period after having my name corrected in order to do so. Read the OP; haven't read any responses.
It's time to get modern, and many modern games allow for the adjustment of builds without needless penalties. There's no point in restricting RCRs beyond "this is how we've always done it." Times change, and it's time for BG to change with them.

I think that BG is not of this time. I would rather see BG as an RP equivalent of Dark Souls to current games. Where games in this time hold your hand all steps along the way, Dark Souls is absolutely not like that.
To relate that to our current situation, we are not the kind of game/server where we want to encourage quick and easy redo's. As a matter of fact, we lean towards the opposite, where we hope to get a lot of investment from players into the characters they create (something I had to learn along the way as well, but something I fully appreciate now).
The RCR, which was originally intended to reward players for killing of (or retiring) their long standing characters, because their story was played out, was never intended as a way to painlessly start over, without really having to start over.
Always having the option to just start over without any repercussions doesn't do much good to immersion and character dedication. I used to play a lot with someone who made a character with a sub-par build (his words, not mine... All my builds are sub-par
Again, this is just my opinion, and not a ruling. But I did want to give you (some of) the reasoning for the current state of the RCR bot. I would probably not be able to tell it as good as the ones who made this up initially, but I did my best

You're right. As I even said in my post, people are already doing this. But if people also take the opportunity to do these kinds of things in larger quantities whenever there is a 100% RCR period. By opening up for more of these, it would only lower the threshhold for doing so. That is just mathematical. But RCRing doesn't prevent that. We have always had players that care more about their one persona-character that can be anything. Before we allowed RCR it happened at level 1. Now it happens at whatever level the RCRs allow. If we had RCR 100 it would happen at equal levels. None of that stopped them, because worrying about XP isnt their motivation.
If you are positing that by allowing full recovery of XP on rebuild is going to somehow make RPers do drastically weird stuff to their build like that, that they wouldnt already be doing, I am not buying it.
But if you want to start reigning in that nonsense where it happens now, that would be awesome.
As an aside, I'm totally for coming down hard on this sort of stuff as it already happens, but I don't make that decision. Reinventing ones character because you become tired of the gameplay, in order to keep all associations and memories, rather than make a new character for the gameplay you are looking for, is in my personal view a form of metagaming.

I think a decent middle ground would be a "token" system that allowed you to put XP into a token of some sort after hitting 30. Like a daily/weekly way to put XP beyond the level 30 cap into a token for use at a later time, which you could then turn in to the RCR NPC. This would allow for fixing mistakes (BG has a lot of custom changes and in the janky old game that is NWN2 there is a fair bit of obtuse mechanical systems or buggy things that don't work as people expect them to. People shouldn't be forced to endure building choices that don't work the way they expect after they learn after the fact they are not what was expected IMO).
It would allow for fixing build mistakes easily without the need for a DM. I would be of the opinion that using it to do stuff like a complete build and class overhaul on the same character should be disallowed and harshly punished.
Plus it would allow for balance changes or feat additions to be done with more frequency without the headaches associated with needing a universal RCR period for them.

That might be viable if deaths drained your token. Honestly, I still think the best way is just every 6 months, make a 100% RCR period. On the 30th of the 6th month, for 2 weeks.
The thing that makes me hate the XP drain in RCR isnt that I find it unfair, its that some of us don't have a ton of time to play. Grinding and re-grinding if I make a mistake or some custom content change happens that cripples my character build significantly comes along its very punishing for a person who doesn't have a lot of playtime. It takes me months to get from 15-20 because I want to RP, not just grind every time I log in, and punishing someone with XP penalties only serves to restrict those of us who don't have the time to dedicate anymore.
For the people who have tons of free playtime, the XP penalty means nothing to them. It's a minor chore/inconvenience. But for people who can only log in for an hour or two tops at a time every few days, it's extremely punishing because it means we are forced to re-grind rather than go RP and have fun with friends running higher level dungeon content or whatever. And for what reason? It isn't challenging to grind, it isn't exciting really. It's just a time sync. It isn't like this server is a low magic/low power server or something where grinding won't give you a heavy edge.

100% RCR happens when some big change is implemented that severely effects classes/builds. It's better to just expect for a 100% to never happen again than to wait for one.
