1. Make the town a rest area.
2. Add a boat option between Winding Water town and Boarskyr Bridge, as I believe they're both on the winding river.
3. Add a fishing vendor and bait (and fishing nodes if there aren't any already).

I would add to that, I found it strange that the devil hunter (or devil slayer or whatever they are called) weapons found in the shop there are iron instead of alchemical silver.
They’re not exceptionally powerful anyway, far from it but... seems kind of odd that weapons made specifically to fight devils are not made of the proper material.

From Winding water to Boareskyr bridge you have to go through the troll claws, I doubt any boatman will be paid enough to do it, especially now
For the rest area, sure.

Maybe to BG then? Since the Winding River goes out to the sea (and passing by Lathral's Lantern, a fishing village at the coast). Or perhaps just to Roaringshore?

Re: Winding Water Suggestions
I'm afraid it's just as bad lore wise, from Volo I get :
And from a random site with unclear sources (but the rest of the info seems legit .. so here it is) :The mouth of the WindingWater is shallow and marshy, withoutany harboróand the miles uponmiles of silt and marsh grasses arehome to many lizard men.
So unless a DM comes around and says otherwise I'll refrain from adding any ship from winding waters to anywhere. The Winding Water dips and hums across the center of the Western Heartlands, growing from a small stream flowing south out of the Marsh of Chelimber into a mid-sized river where it joins with the Serpent's Tail Stream beside the Forest of Wyrms. The Winding Water descends to the sea in a series of cataracts that can be heard from the base of the Troll Hills.
