Sword of Life Stealing

I'm testing out the Sword of Life Stealing in game (purchased from epic vendor in BG Wide area). The "Special Properties" for this longsword are:

EB +4
On Hit: Level Drain DC=16
Vampiric Regen: +1

So far I've tested it out on tasloi, batiri, and gnolls (in Lions Way area), all fairly low-level creatures. The vampiric regen seems to be working fine. But the Level Drain seems very inconsistent. From watching my combat log, I can see that enemies are indeed being forced to roll a DC 16 save versus the level drain. The problem is that when enemies fail the DC roll, it is difficult to tell if anything is happening.

Sometimes when enemies fail the DC, it triggers a ring of purple light around the mob--but just as often, there is no visual effect at all. And whether the effect triggers or not, there is nothing reported in the combat log. I would expect to see it report the Level Drain, or at least see HP damage due to losing that level. But there's nothing in the combat log to indicate anything is happening.

By comparison, when a PC gets slapped with a Level Drain, it is very clear because there's a visual effect (plus an icon appears next to portrait). Can we set that same visual effect to occur when using this weapon against mobs?

I guess I'm hoping for a more "satisfying" application. Like when the Bladeweave spell successfully triggers, it's very clear that it fired off. In its current state, I'm not sure this sword's Level Drain is even properly functioning. I'd appreciate if someone could test it out on the dev QC side of things. Thanks!
