If the chance to get an epic (or admittedly, non-epic but decently powerful) item is sufficiently high that it's worth actually fishing for them, then that begs the question of why one would actually risk death and dismemberment at the bottom of a dungeon when some time spent fishing may give a similar reward. If on the other hand it's sufficiently low ('winning a lottery' levels of low, or maybe even 'getting hit by lightning' low, which would be a bit higher) then considering the scarcity of players who would benefit from it may not be worth the dev time for the system.
May be there is a 'sweet spot' between those two extremes, but I'd honestly expect a lot more moldy boots fished up than epic relics.

Currently, fishing is a low-risk/low-reward activity. Further bumping up the rewards towards epic-tier items would likewise necessitate the risks to rise as well, and as far as my knowledge of the lore goes, there are many more aquatic horrors living beneath the dark waves than there are sunken treasures. The current state of fishing matches well to tradesman/commoner RP, and that would be for the best that no krakens get pulled ashore for those who would prefer to experience just nabbing some cod.
