Does a Rune of Ice feat work with a frost mages piercing cold ability?

According to the description of Piercing Cold, no it does not. Rune of Ice doesn't cast the spell it burns. It uses the level of the spell burned to power its own cold damage ability.

Of course I could be wrong if a dev modified the code of the "Rune_of_ice" spell to be included with the piercing cold buff, but I am skeptic of that because it would have been on the wiki.
