Cant level as Hierophant

I think I found a bug. I have all the requisites to level as a Hierophant, but the game wont let me. Help?

And once you have the feat, it might not let you, just keep logging in and out again, eventually it will all register and let you level, its just that first hurdle for some reason likes to bug out, but logging in and out fixes it. After you take the first level, you shouldn't have a problem.

Please also try to memorize and cast lvl 7 spell from your spellbook, then rest/relog. It worked with techsmith, could be a thing here too.
System didn't properly register PC CL was high enough, so making sure to cast to "show" it one quialifies helped.
