Liira's candle of calm does absolutely nothing. You cast the spell, there is the casting animation, but nothing happens what so ever. No enemies roll saving throws, no nothing.
Tymora's luck rabbit's spell discription says the spell is supposed to target any creature, but it only affects the caster.
