Even still...
+2 Racial Modifier to Wisdom, +4 Wisdom item = +6 Wisdom.
Owl's Insight is +12 Wisdom, so for as long as that spell is active, your wisdom modifier should not drop below your racial and item modified level, and thus avoid the spell slot loss from those two things.

So +2 racial WIS and +12 Owl's Insight works out to +14.

You do not sleep with the bonus from Owl's Insight. Therefore, you do not actually have any additional spell slots you would lose, what it does is just make sure that even if the +2 racial modifier modifier were temporarily removed, alongside with the +4 bonus from your item, your total number of spells slots would remain the exact same it was the very moment you had previously rested. The spell slot loss occurs when your charisma modifier drops, and the game engine decides that you do not have the sufficient ability score for these extra spell slots.
Now, I do not know how the game engine works, but I speculate that it is something along these lines:
For argument's sake, let us imagine that the letter Os inside the brackets below are your uncast Sorcerer or Spirit Shaman spell slots. The ones that are blue are given to you by your class progression, and the ones that are pink are thanks to the +2 racial modifier and the +4 item.

Thus, you cast a single spell, and it gets removed from the array as follows:
[X] [O] [O] [O] [O] [O]
And then you cast a yet another spell, and it gets removed from the array as follows:
[X] [X] [O] [O] [O] [O]
But let us assume that the second spell was a spell that polymorphs the caster, which causes the temporary loss of your racial modifier and ability score increase from your item. Suddenly the pink slots do not exist as far as the game engine is considered,

And when you return to your normal caster form, the game remembers that you actually have those two extra spell slots, but since the game has just manifested these slots into existence without resting, the game engine doesn't give back the spells slots you would otherwise have.

So let us imagine that before polymorphing, a Spirit Shaman cast that Owl's Insight spell, and therefore the spell slot situation will looks as follows:

When our Spirit Shaman polymorphs, he still temporarily loses the extra slots given by his racial modifier and the beneficial item, but this time around he does not lose any spell slots because when the game engine adjusts things, it simply looks at the tail end of the array and takes away the two additional spell slots granted by the Owl's Insight spell.

And when our Spirit Shaman returns back to the original form, the game engine simply adjusts the length of the array back to what it was.

Now, if you have multiple items that grant you overlapping spell casting ability score bonuses, or spell slots, the game engine will simply lose track of things and your spell slots will simply vanish because it gets very confused. The game engine may not add up the +3 and +1 ability score modifiers like it did in NWN1, but it certainly adds them up as a negative total whenever the character polymorphs into something else. Thus you might have base 20 Wisdom for example, but since you have that +3 Wisdom Helm and +1 Wisdom Armor, whenever your character polymorphs, his wisdom ability score gets temporarily lowered to 19 due to the additinal +1 item, which once again further removes these additional spell slots from the end of the array. You can test it out by simply having two or more items that grant the ability score bonus, and simply log in and out of the server as a spontaneous spellcaster.
