Duelist Precise Strike ability can it be used dual wielded?
Can you duel wield two rapiers with precise strike and still get the advantage for one or both weapons?

No.
But you can wield a torch, if my memory serves. So go for a strength based Barbarian 20/Duelist 10, and hold a torch in your off-hand, turn on Torch-fighting and have some fun!
