He seemed to quaver in fear as he knelt before her. The woman, Dread Wavecaller Perle Wynn, prayed with him, and dusted sand over the supplicant.

After a brief discussion she departed on a ferryboat. Some time after she returned, a foul look on her face. She disappeared into the Water Queen's house and, with a hammer and nail, posted several notices along the docks. She turned, to any gathering crowd with a look of fury in her eyes. She pointed to the notice with an outstretched hand.

"This woman, this Isabella Villame, claims the hardworking sailors of this great city do not respect Umberlee, and there is nothing to fear upon Umerblee’s great domain." she says in a mocking tone. "Moments after her blasphemy, I sensed Umberlee's great displeasure."
Perle's sea-green eyes gleam as she strides along the boardwalk. "I reached the harbor, this man here" she points to the ferryman. "Told of a late ship, the Salted Exhalted, with the Flying Fish's Mercantile Company, had not arrived to Amn on time. She carried 20 souls, and Captain Willets was at the helm.
"I cast Umberlee's light upon the sands and prayed that these sailors make it home safe. Mayhap the ship is just off course. Mayhap these sailors still live. Their lives, if they still have them, are in the Sea Queen's hands now. Only She can decide their fate."
She pivots on the boardwalk. "And if they do not come back, we know who to blame." She points at the poster. "This storm rose right as the words left her mouth:
" 'Umberlee is a joke.' 'The city doesn't care.' 'Captains of ships offer Her the middle finger... every time they sail.' "
As she quotes Isabella, her index finger points to her palm with emphasis. "Speech like this is the death of a sailor."
"This absolutely cannot stand. The sailors of this great city know different. They know Umberlee’s wrath, and have seen what careless talk has wrought. This is yet another example. For your health, I urge you -- do not take this doomed woman aboard your ship."
"And if ye know anyone with these views, provide to me their names, or encourage them -- by whatever means necessary -- to attend a service at high tide at the Water Queen's House."
She then seeks to find the families of those aboard the ship, starting with Captain Willets, where she offers to pray with them -- in exchange for tribute.
