Checking Caster Level

Is there a way in game to check caster level and all the other subtle aspects of builds? I have seen Fiery Burt, for example, or maybe the lightning one, tell me the level of spell it is using as a base to determine damage. But that does not seem to be consistent. Rejuvenation tells a Druid up to level 15, and then it maxes at 15. It would be cool if there was a creature in the lower levels of the Nexus where you could cast spells at it, and it gives you lots of testing information. This would be great to see if everything is working as it should.
