Blunt weapon off-hand for Halflings and Gnomes

If a halfling or gnome is dual-wielding the only current weapons they can have in the off-hand without a -4 penalty are daggers (1d4 piercing) and kukri (1d4 slashing). Suggest changing Light Hammer (1d4 bludgeoning) from size category small to size category tiny. Would require changing the entry from "2" to "1" in the WeaponSize column of the Light Hammer row in baseitems.2da. Also optionally changing the Light Hammer generic description in the tlk file from "Size: Small" to "Size: Tiny", though mechanically it would work without updating the tlk.
