I'm not sure why there are so many good suggestions made on Discord that never make it here. This one was proposed by Dalo Lorn:

It's basically a inverted Silence - anything inside the area has a -20 DC to be heard outside the area.
The suggestion therein being changing the spell from a friendly buff to a ground-target and will-resist-targeted Debuff that applies -20 Move-Silent to anything within the area, as well as countering and being countered by Silence.
A hook similar to Consecrate/Desecrate could be usd to provide sneakers a listen-check for a warning shortly before entering the area to provide counterplay.
