For a non dex Martial build, yes. Getting my dex to 13 on my MaA prevents him from hitting 13 Int and getting Improved Knockdown/Combat Expertise, for example.

How is that? All my martial characters, from barbarians, to weaponmasters have DEX14 and at least INT13
You guys just don't get it. First of all, a STR based build can still be viable AC wise without putting everything they have into STR.
A DEX build has to put everything they have into DEX leaving nothing left over for CON for HP, or WIS for will saves, or STR for damage, or INT or CHA for spell casting. Changing the armors so that every armor has a base + dex bonus = 9 would alleviate that.
And omg you guys are crying for your entropium when I'm talking about after a complete overhaul of PvE that would ramp the monster ABs way down. Why should ONE SPECIFIC armor and material combination be the ultimate to the point where every other armor is obsolete? What the hell is the point of that? Make all the ACs the SAME for the materials an give them OTHER ways in which they are different, like weight, skill penalty, ASF, and DR. Hell, make Entropium have DR AND lower skill penalties AND lower ASF. Fine. Give it Spell Resistance, too. Just don't make it give you a higher AC than steel.

I mean... it would if BAB and HP and number of feats were not a thing. Not to mention being able to use any weapon instead of only finessable ones, carrying capacity, shields, tower shields, shield bash, etc.
Also, on other servers a DEX based tank is a thing. Swash/Fighter. But almost all the dex based chars here are HiPSters because being a dex based here without stealth is a mechanically difficult path. I think I could do it now that I have the resources a lvl 30 char has gathered for over a year but starting from nothing would be very hard at lower levels without very expensive kit.
