I've already brought up this issue on Discord, and EasternCheesE already said that it will be looked into; I am just opening this topic to compile a full list of all the oddities related to it that I've experienced in game, in case it might help the developers in fixing the problem.
Intended Mechanic
As written in the feat's description, races with light blindness should suffer a -1 penalty to attack, save, and skill rolls when outside during daytime.
There is also an additional effect (which is not described in the feat's entry) of these races suffering a temporary blindness effect when moving from an inside location to an outside location during daytime.
It is to be noted that the Feat describes as prerequisite for itself being either a Drow or a Gray Orc, but it is also automatically applied to Mountain Orcs.
It might be less confusing if the localization for the description of the feat was updated to mention all Orcish races, as well as to describe the temporary blindness effect (which is separate from the penalty to attack/save/skill modifiers).
Note 1: For the purpose of brevity, I will refer to underground areas, or nighttime areas as "dark", and daytime areas as "light". By underground, I mean any sort of cave, building etc. with roof, not necessarily the Underdark.
Note 2: All testing was done with a Mountain Orc. I do not know if Gray Orcs or Drows have the same issue; I assume that the script related to it references the Feat exclusively, so they probably do... but if they don't the wonkiness that I have experienced could be related to the character race, especially if the script applying/clearing the modifiers is checking for race instead of the character having the feat itself.
Working Parts
From what I have gathered playing for a while with a character with this feat, the temporary blindness works exactly as one would expect: it is entirely absent while underground or while outside during nighttime, and it is only applied when shifting from a dark area to a light area (or when lingering into a light area until dawn breaks). It does not get reapplied randomly, or when moving from a light area to another light area (since the character is not suffering a "shock" in this case).
Issues
The main problem relates to the other two modifiers: the one relating to the attack penalty, and the one to the save/skill check penalties. The application of these two modifiers is seemingly random, and, despite some extensive testing, I have not been able to track down all the sources that cause them to trigger.
1) They are applied when a character moves from a dark area to a light area (which is good).
2) They are not applied when a character moves from a dark area to an underground area (also good).
3) They are also applied when a character moves from an underground area to an outside nighttime area, but not always (which should never be the case).
4) But they are not applied if a character moves from an outside nighttime area to another outside nighttime area (which is good).
5) They are sometimes (and this is where I'm really struggling to find the triggering cause) NOT cleared when a character goes from outside daytime into an underground area, or when the sun sets while the character is outside.
6) Perhaps most annoyingly, regardless of the character's location or time, they are ALWAYS re-applied whenever the character un-equips and re-equips an item (this was primarily experienced with weapon swapping, but also tested with armor pieces).
6) Finally, the modifiers can be manually removed by the character when using either a Lesser Restoration spell, or a Lesser Restoration potion. This is the case both when the modifiers are lingering while underground, but more importantly when the character is outside during daytime. From the point when they are removed with the Restoration effect, the modifiers will NOT be reapplied regardless of how much time the character spends outside (unless one of the above triggers is pulled).
Intended Effect
1) The modifiers should be applied automatically when moving from a dark area into a light area (whether this being going from a cave to outside, or hanging around outside from night 'til dawn).
2) They should be cleared immediately when going from a light area into a dark area.
3) I don't know if this *can* be checked, but, since BGTSCC has weather variation, one might also want to put checks removing them in the event of the sun being obfuscated (either by storm or fog), but this is more of a suggestion.
4) It should not be possible to remove them via Restoration, since they are caused by the character's biology reacting to the sunlight, and a restoration does not change either.
I hope this list can provide a bit of clarity and help resolve the issue. While not game-breaking, it is pretty much a constant negative racial modifier in my everyday play with this particular character (although the wrongful application is lessened by the Restoration-related issue of the bug).
