I don't know the exact specifics of how it works, just that my experience with it over years on NWN2 is that it's related to number of spells/buffs being cast/active simultaneously, and that this does not seem to be a matter of hardware (as the issue still happens even as player hardware has improved over the years).

Here's a thought. It's been better before the flora update. Is it possible that there's a memory overload or something?

Here’s another thought: maybe comb through the current VFX system/application, and cull whatever is possible without making it OOC.
Meaning, maybe with less VFX from buffs and/or magic use, there would be less situations for crashing.

The SEF quantity applied can contribute but isn't the only one, it's just the one most known to C2D DMs. The changes from vanilla to BG has also added more vectors of SEF issues - Stoneskin is a major contributor given the large uptick of billboards rendered on scene versus vanilla.

The only way we can answer this is for you to get those memory dumps to Skywing and for him to take a look at them. There's very little use in speculating, and there's a concrete solution.
