If additional features are off limits, how about condensing the 7 level PRC into a 5 level PRC to make it flow better and lessen the amount of dead levels?
For example:
1st: Weapon of Choice
2nd: Ki Damage (x2 per level, or just unlimited uses with a cooldown)
3rd: Superior Weapon Focus
4th: Increased Multiplier
5th: Ki Critical
