Fighter feat not working

Fighter feat not working
I have a duergar dwarf that is getting armor penalties for using a tower shield even though I already have the feat. Does anyone know why this is happening?

its the item in it self that adds the penalty. you wouldnt be able to use the item ad all, if you didnt have the feat. like all items in the game, that requires feats. various weapons. shields and armors
