Valefort said something went wrong with that file, and that he likely has some time in the near future to fix the JEGs Server, since it’s been offline for a while now.
Had a talk with SummerBreeze, and some few others, a while back.
Apparently it's a bit of a hassle to keep the test server updated, and in-sync with the live servers. One avenue of mitigating the issue, and saving server resources to boot, was to give players access to a stripped-down version of what the QA team has access to on the live servers. No need to update another server, and no additional strain on server resources.
I'd personally prefer that approach, since it involves very little maintenance in comparison.

Should be fixed for everyone now. On the last update there was an issue that i had no time to investigate and priority was for the RP servers.
I cant seem to interact with any of the NPC's on the test server.
So I loaded an old Jeg mod in single player and grabbed the experience from the NPC. Then went back to the test server, and picked that character. The test server then gave me the latest required feats and was able to level up- correctly testing said character. Not sure if that will help others or not..
Suggestion/request here: can the Rest Timer be removed from the JEGs test server? With it enabled, it really makes testing a Level 30 build’s mechanical strength a real PITA.
