Impossible to make Comprehend Language item

The default behaviour of personal range spells in the OC is that if your inventory is not open, it just targets yourself and casts without asking for a target, BUT if your inventory IS open, casting it produces a targeting cursor in case you want to target a wand or blank scroll or potion bottle. Comprehend Languages does not give you the option to target anything regardless of whether your inventory is open or not. The only item you can make of the spell Comprehend Languages is an Elixir.
