How come that i can only make lvl 12 potion

How come that i can only make lvl 12 potion went iam lvl 15 and i have master Alchemist prc sould i could make lvl 15 Foundation of Stone it most be a bug?

Foundation of Stone has a maximum elixir CL of 12. There's a few other spells capped under CL30 like that.
