If one uses a 100% RCR with a level 30 character, is that also capped at level 20 or does it restore you to level 30?
Also if one puts all your gear in bg storage I presume you must regenerate with the same name yes?

100% rcr of level 30 will leave you at level 30 last I checked. At least that was with old char that had RCR from ages ago and needed one due to server changes.
Using same name is preferred for storage use. If you want to change the name/make different character you'd need to take care of muling items manually with someone else helping.

There is account based storage now in the nexus , for this purpose , someone confirm or deny it please , as I never used it .

Yes, the storage in the Nexus is now account based, so all characters on the same account have access to the items stored there.
