Answer is no. Thus, who interacts with this consequence? The player. Thus, it's an OOC consequence.

Players need to be graceful enough to accept when a particular story arc has ended, and it need not always be a finality with an in-game mechanic of 'death'.
Any type of 'but the good guys do it' or 'the bad guys do it' or whatever, is just circular finger pointing.
Part of what makes dignity function is the fact that one's negative behavior need not be justified as an excuse in response to someone else's negative behavior.
This is a matter of player maturity, not in game mechanics forcing everyone into a particular mechanical function due to some perceived 'prolonged' characters involved in past story arcs.
I realize the OP had mentioned 'optional' permadeath, but again we're seeing people bring up notions of 'but this character should be dead and are still running around etc'.
Ignore them, don't RP with them, don't interact. Nothing is forcing you to. They literally hold no power over you in any way whatsoever unless you permit it, agree to it, or cater to it in game or ooc.

Im not saying permadeath everyone who does something evil/stupid but there are times when you SHOULD accept that your character has NO CHANCE of surviving.
Couple examples.
- Ex member of Assassin/Shar Guild... You shouldnt exist.. You will be hunted and hounded FOREVER until you are either driven from the area or killed. You either know too much or you have slighted them too much.
- Raising undead and hounding people with them AROUND guards and poulated areas. Multiple Times. In an area where the law CLEARLY states doing so will get you hanged.
its easy enough to say "Ignore them" but that isnt always possible. When they are in your face or involved in other peoples story who you are also involved in it makes absolutely no sense and just makes me cringe.
