Sure. Just hope nobody is a Wizard whom calls you on your bluff or worse an undercover cleric of the faith you're posing to be a part of.

A wizard with a high spellcraft skill would easily determine if your spell is arcane, regardless of how great your bluff is.

Luckily, most guards in Amn aren't wizards with high spellcraft... and most mages would have very little reason to turn in a fellow mage to the Cowled Wizards (unless they were a part of that organisation of course).

The new gatekeeper system has a provision for this but it is not currently active. Along with screen grey orcs and other civilized niceties. It will be changed sometime.... but given IG events in Beregost, who knows when?! Bandits everywhere... gamblers in the tavern. :o

As for divine and/or arcane magic, a source reference should remedy that and the item template adjusted accordingly.
Is this the case for Paladins as well?

Only arcanists need a magic license from what I have gathered. Amn's issues are with mages who use the arcane art not with those who use the divine power.

Maybe the dude hated gnomes.
Davril (gnome bard) got his license for one thousand when I played him =) Diplomacy and decent charisma may have left a good impression.
