While speaking to the guard, he explains that "The Storm" has violated the laws under "Breaches of the Peace"
Specifically, "disruption to commerce and trade" and "brandishing a weapon"

The guards would consider him a vagrant. They are not going to be watching over your shoulder either so they likely would not have seen the few moments he had a dagger out. They would tell him to get lost and not disrupt business. -Theo

The guards grab and toss the vagrant out on the edge of town as their words went unheard the first time.

On their way back through they would stop to identify the masked vendor.

Storm would lift his mask with a gust of wind rushing out and nod politely to the guards of his home and frequent travels.
I thank you for dispatching of that vagrant, hard to bring the town new business with mad fools running around spilling nonsense.

Oh! Hello down there. Well yes my merchant has them in supply, but as the sign indicates I require payment up front before making my journey too him.
He points to his sign as he holds out his hand to receive payment.
