Death Attack uses Stunning Fist charges, yes. Death Touch is 1/day and is useless. Stunning Fist & Quivering Palm are superior in every way. You only take this kit for the AC bonuses.

The original draft had death-touch use stunning fist charges. We came down on the cautious side so that we might amend it later on. Let us know if you've a better idea.

The issue with Death Touch is not the quantity (akin to 1/day Quivering Palm), its the quality. It works by making a check against the targets current HP; if they are lower than your roll they simply die (no saving throw). The problem is, as well all know with NWN2, all HD rolls are maximised and then BGTSCC mobs get bloated HP/Con totals on top of that. It only works on mobs that are 'Near Death', pretty much, and if you've got them that far without using Death Touch you don't need it to finish them off either.
Quivering Palm is superior because its Save or Die; HP total is irrelevant. If Death Touch had a 2-5 min cooldown & unlimited uses per day it might actually find a use, otherwise just get rid of it and give them Quivering Palm back. People usually do not use Power Word magic for the same reasons. Anything that rolls against mob HP isn't gunna see much use. At all.
