Pretty good. You could drop starting dexterity to 19, which frees enough points to raise Wisdom little higher. You will need to get that +4 dexterity item instead of a cheap +3 one, but you get to have the feats you want.
Additionally, if you take Monk 6/Swashbuckler 5 pre-epic, you can push one of the fighter bonus feat levels to epic levels and grab Epic Prowess, which makes space for Expose Weakness.

It's a build that I know mreider levelled to 30 as a tiefling and by the time it got expose it just shredded everything. He also shopped around for +3 vamp kamas ... he was routinely able to regen 40 hp a round. Keep in mind his build was around before epic shops and +4 gear and even feats like deadly defence and ki step, so i imagine the build would be much more potent now. It seems very item dependent, but the items needed are in shops now, so this build should do well.

Go for it. There is nothing wrong with using the Genasi to avoid most of the multiclassing experience penalty.
Thiefling would have superior stats, but experience penalty is going to be horrible even if you RCR to level 20.

You can avoid the experience penalty until level 18 on a tiefling, and it is going to get worse after that... What makes the multiclassing experience penalty horrible is the percentage reduction with integer rounding.
