CVC is a better term but it’s not a very important distinction.
No PVE does not induce fear and to suggest that players should have better imaginations is an odd comment to make.
Again, it’s not about one persons preferences it’s about incorporating versatility and allowing multiple preferences.
I find PvP focused player just as annoying as rp only players.
Been a DM, and played on several NWN1 and NWN2 servers. Been involved deeply in four NWN guilds. I love to character design. I don’t like PvP but I acknowledge its importance for the full emersión experience and challenge.

PvP just causes problems. You say you want fear, until someone stomps a mud hole in your characters ass in half a round. Then it's an issue.
To push RP and story,. you need active DMs telling the story and active players pushing it through while the DMs are away.
If you want the feeling of fear, just talk to that NPC in the Nexus and do a "One life" character. Then you can have all the consequences you want.
It's better that the PW caters to the majority (story and RP) and not the few that want to test builds against other players.
My 2 cent.

Yeah, I don't do test builds just for PvP. Again, all my character are very well thought out and roleplayed. Ask anyone who has interacted with my toons. They are very detailed and unique in personality and temperament. As far as other players in the UD I've noted vastly the same thing.
I don't think trialing changes in server 2 would be a big deal, since most player in BG remain on server 1.
I have lost in PvP. It does sorta suck, but it's not the end of the world. My toon is not me. I don't go into a tailspin when it happens.

I dont think the server will be shifting toward a focus on PVP at any time in the future. Generally, most players feel the same as Spurious above posted, they are here for RP, story and social interaction, not to stomp each other with PVP builds.
As someone who has been on the server since 2008, I stopped building with PVP in mind a long time ago, and aimed at PVE. Even with playing a lot of evil characters, PVP happens maybe 5% of my playtime, and I doubt that will change soon.

As a DM... How do you plan to accommodate those players who want to PvP?
Cheers!

There are player made "arenas" in places like the Thayan Enclave or the Travellers Rest, as well as Roaringshore, where if people really wish to PVP, they can. Soubar also has pretty lax laws but don't take that as an invitation or unbridled PVP with no consequences in Soubar.
The fact is, as a DM ( and former Head DM for some years ) the amount of complaints and sour grapes we had due to PVP conflict far outweigh any kind of narrative it could bring to the server, at least in our community here.
I don't think there will be a great deal of accommodation given to PVPers. I even once on my own, suggested adding an "arena" near the FAI( A Fight pit actually) and this idea was turned down recently, though other changes were accepted to some degree. It's just not popular with most of the staff and most of the playerbase and I don't see that changing any time soon.
Honestly, PVP is incredibly anti-climactic in NWN2 anyway as the classes are not designed with, nor balanced for PVP. Most PVP bouts are about a single round long and the winner is whoever built their character specifically to PVP others. PVE Builds often don't do as well in PVP, and vice versa, the best PVP builds tend to do poorly in sustained PVE. There is some middle ground of course, but it doesn't really change the basic fact that it usually isn't very fun for most people, PVE is far more interesting, especially if its story or plot driven.
One only needs to look not far above this post at the "pvp fan club" which has not had a sign up in almost 4 full years.

If you’re a player that seeks IG conflict, or Character vs Character (CvC) encounters where toons fight using the mechanics/builds, just go out and issue “challenges” and have a duel.
A duel might not serve with a Chaotic Evil or even Chaotic Good/Neutral Character, buts is a means to an end that doesn’t have to result with “killing” another’s toon, and both the IC and OOC drama.
