In this case, I would strongly argue that this was not a solution for group play. If anything, the most positive effect of this change seems to be on (weaker) soloers, who can now get decent loot while still fighting things that aren't guaranteed to stomp them into the ground.
Amusingly, though, I've had a number of proposals shot down staffside because I was trying to solve exclusively for group play. (This despite barely ever getting to play with anyone...)

It has been a bit since the question was asked concerning the changes in spawn rate. I am hoping you have an answer - what was the outcome of your study?
Also, I find that XP rates have changed also - what you normally would get as a 19 or 20th level character no longer applies. This is at the Basilisks, Orgres, and Trolls.
Maybe I am remembering wrong, but do not think so. The XP amounts dropped drastically - I used to get around 45-50 XP, especially at the Troll Caves at level 20 (human or non ECL). Now I am getting 35-38.

Are you multi-classed and suffering an XP penalty for that? If not, the drop in XP amount is due to the enemies not scaling to your level. It's likely that the enemies you're encountering are giving a little bit less XP, but are also a little less dangerous.

Which in itself gives one much fewer choices where to go adventuring and get XP and more important less fun (who enjoys boring encounters).
(Nowadays I often just log off when there's no one around to party with in my lv-range)
As a community, we were asked to exercise patience and adjust to foundational changes to the server by allowing for four weeks to pass. Today is exactly Six Weeks since TPK observations were posted.
The concerns I originally expressed below remain valid.

Right, dismiss the feedback regarding the changes from the player base. That'll go well, I am sure
I'm sorry, I think perhaps I was unclear. I absolutely care about how you feel about the changes. I'm just not interested in discussing (at this time) what the changes are going to do to the server. It is not an effective use of either of our time to speculate on its effects and try to convince the other person we are right, because we will have an exact answer once players have finished adjusting to the changes. Once we have a result, it may be useful to deconstruct it and understand why things played out that way. For now, I just want to wait for the result.

“[W]ait for the result” … also causes me concern. Here, I opine “result” means the players’ adjustment to, and ultimate acceptance of, the changes.

I think everyone must understand that, the sentiment among a small(?)-yet-significant population of the playerbase, is:
1) not enjoying being guinea pigs in an experiment they had no choice to participate it.
2) anticipating that subjective analysis of data will alter their expected game play, without their agreement.
These two issues alone create a negative emotional environment. And add to that what I personally see is an "opposing sides" split between Staff on this issue and players on this issue, just fuels the fire. Neither side has really been...friendly, about it. Tolerant is probably the best word I can come up with atm.
As always with this issues, it comes down to poor communication.
