It's not, hence the reason no-one is likely to ever concur that being stingy with XP is a good thing. Either that or they don't know what niggardly means(I didn't, thanks google!).

Leveling progression on this server is just fine. And the quests are a part of that. For example, I rolled up my weapon master/fighter about 6+ months ago and have been leveling him up purely with RP, quests, and events(plus one bout of fishing, which damn near killed me. Frick, fishing is awful). He's currently sitting at level 25. Take away the quest XP I've gained with him and he'd be about level 10 - 15, tops.

I look at it this way: So... I don't like zucchini, but that doesn't mean I'm going to petition the supermarket to remove it just because I don't like it. And if the other customers want to run frantically past me for the zucchini, then have at 'er people! People get hungry, and zucchini is nutritious(or so I've heard :? ). I also wont replace the supermarket zucchini with lima beans, throw all the zucchini in the garbage, then stand there like a food nazi and dictate that everyone else must eat lima beans instead. Regardless if I prefer the taste of lima beans and believe they will help me stay more regular, you can go enjoy your zucchini, and I'll go eat my lima beans by the spoonful.

Lima beans Experience points: it's what every growing character needs.
There are no level 30's, only level 20's with benefits...

Fishing is truly awful, but apparently some people even like that (or it gives faster XP than anything else, which it might do, but life's too short to find out!).

Your other point is quite correct; people do the quests because it's the least bad way of getting XP a lot of the time.

And that ought to give some pause for thought...
