Well, if you're not concerned about traps and warded chests, as well, have no care about getting pawned by
these spells, then sure, try facing epic content without Evasion (which very much helps in low CR as well).

No need to be like that, does every toon on the server have evasion?

Not having evasion on a melee character is annoying but totally playable, that's what I play. Also with that AB you do not need expose weakness (but ofc it's always a plus...).

Probably not, but if you once have experienced the difference, you can't live without it any longer.
Then there is Expose Weakness and its -3AC Debuff, which is stacking up to -15AC.
I tried to live without EW on my dwarven defender build. Without it, it took me ~10 minutes to beat down the serpent dragon - Once i had it, i could kill him in ~3 min.

Don't listen to Vale!!
He just wants to see you make an inferior build so he can fireball it!!

My Bard 23 / Fighter 3 doesn't have evasion... He dies to traps on chests sometimes, it makes me sad.
Evasion is great, expose weakness is the stinkiest cheese kind of great, they are both really big time feats for any melee build, but especially a 'mundane' melee build because it will save your rear against traps and spells. Expose Weakness can lower an enemy AC by 15 over 5 rounds alongside guaranteeing a 'hit' and giving some damage per round. That 15 lower AC can make you land all 12 of your attacks instead of 6...
So yeah, Evasion is a pretty important thing to have, unless you will never ever solo at all except for content far enough below your CR that you won't get any loot or XP anyway.
Does every character have evasion? No, probably not, but the ones that don't probably either never solo or put up with a fair bit of frustration.
Evasion is not up there with HiPS / Epic Dodge, but it is really darn close IMO and Expose Weakness is the offensive feat equivalent of Epic Dodge to defensive feats. It's that good.

Evasion/EW is too good; it's like cheating.

Evasion is especially helpful from level 2 or 3, where it usually taken on a build plan. Getting the perks of Expose Weakness in the Epics is the cherry on the top.
Now, not to screw with your build idea any more, but...there are a few ways to get Evasion, not just a Rogue 3/4 level chocolate-cheezy dip. Whirling Dervish is sometimes easy to choose, if your PC build is already taking the Feats for something else. And then one can pick up other Feat Bonues in that PrC.
But don't pass up Uncanny Dodge, especially if you have a high DEX build.

Don't forget there is the possibility of Fighter 14 / Rogue 4 / WM 7 / Tempest 5.

Yeah with only 5 dervish levels, drop rogue and dervish.
Go for Fighter 14 / Whirling dervish 4 / WM 7 / Tempest 5
or Fighter 20 / Whirling dervish 5 / Tempest 5

I don't think there is enough AC in those builds
