Dwarf Duel Wield Waraxe build
Considering a dwarf build, would like to duel wield dwarven waraxes for the cool factor, first pass at build here

Would I need the DEX prerequisites for the Tempest Greater 2 weapon fighting feat or the Ranger Perfect two Weapon fighting feat?

No, they're feats given by the classes you don't need the DEX requirements of the regular TWF feats. A ranger can have 6 DEX and still get perfect two-weapon fighting at level 21, same idea for tempest.
Your first build has a couple of mistakes :
No need oversized two weapon fighting as far as I know, dwarves are medium creatures, not small (it's true
) and dwarven waraxes are medium weapons so it's fine.
Cleave and great cleave aren't the best feats ever, fun though, if you want more power the usual picks are toughness and steadfast determination.
You picked heavy armor optimization on a build with tempest class, it's not a good idea as using an heavy armor will make you lose the class benefits (except the greater two weapon fighting feat), you want some light armor instead.
We don't have the Kaedrin version of Expert tactician in BG but the vanilla one, you'd better stay away from it unless for RP purposes.
Second build has the same issues + blind fight is not really needed for rangers as you can get the feat through a ranger spell.

OTWF feat is needed when the off-hand has any weapon NOT classified as Small or Tiny.
If you are going TWF on slashing weapons, I suggest you consider the Dervish PrC. It may be possible to go Fighter 12 / Rogue 4 / Dervish 10 / Tempest 4, using a mithral breastplate.

Given the AC of TWF types I'd consider DD in the mix - damage is all very well, but you also want to avoid taking any. F12/DD10/Te5 leaving 3 levels for Ranger, Rogue, AK or maybe even SD. You could also stop DD at 7 to leave 6 levels for the 4th class.
Maybe you should get GTWD.
I'd stop Dex at 17 (unless going for SD) as that's enough for Mithral Breastplate, which is your best Armor.

I have decided to go the F18 build as ultimately it does more damage, has a slightly higher AB and all the fighters weapon damage feats so more damage overall. Both have same AC with the only advantage I see in the ranger build is slightly higher will saves and rangers spells and companion which would loose its value pretty quickly as levels progress I imagine.

If you want waraxes just pull out any of the feats and add oversized two weapon fighting. Probably luck of heroes or able learner if you are not so interested in lots of skills. Obviously the weapon feats need to change from handaxe to waraxe. Personally I would consider staying with handaxes though. Saves you a feat and the average damage is only 2 points different. Something like this?

I believe you need improved TWF to get tempest which requires Dex 17.
