I think they are finessable currently. I could be mistaken about this though.

A F(f)lail is never finessable - it's a brute weapon.
Originally a farm implement for threshing grain, the flail consists of a wooden shaft attached to a heavy or spiked head by a chain or hinge.
The offhand flails were created to allow dualwielding flails, as the standard Flail somehow could not be put in the offhand.
It was a workaround, done using a shortsword-blueprint - but it is still a flail and therefore not finessable.

ok but why then not giving it the x3 multiplier ?
also the damage is piercing instead of bludgeoning the nicer thing it has is the better critical range than the standard flail but at a cost of a worst damage dice and a worst crit multiplier

There are no weapons with 19-20 range and x3 multiplier. Nor there should be. The flails are fine as they currently are.

i agree i was just noticing that it wasn't finessable as for example the light hammer is ....

i didn't expect to get the x3 multiplier on a light flail but i was expecting to get it finessable as the light hammer is ... it would make more sense imho but hey we can live without it just a shame that my flail lost some of its value comparing to the standard ones if i ( or any other who have acquired it ) had know that the normal flail would have recived that crit bump maybe i have choose another flail :P

There are other weapons that are finessable. While you prefer it to become a finesse weapon, others wont. As Theodore posted above, flails are not supposed to be finesse weapons. The version you write about were designed to be the off hand version of Flails.
