"Magic staves" were made medium weapons so small races could use them. Unfortunately that led to staff-and-shield as a combo, which was... visually unappealing.
Now we just have quarterstaff as an option, which is a Large weapon.

I always thought a good cleric with a Staff of the Holy and a wooden large shield looked straight up gangsta' in NWN1.

If you want to make use of Sword and Staff, without horrid penalties to your AB, you could also consider getting these feats: Monkey Grib, Two-Weapon Fightning, & Oversized Two-Weapon Fightning.
Or if you lack the necessary feats: Just go with a Long/Great Sword and wield Jorn's Lanter Stick in your character left hand.
As for Warpriest prestige class, it is better suited for Non-Shifting or Companion using Druids, Spirit Shamans who lack AB, and Favoured Souls who can use their high Charisma score to boost the Warpriest class abilities.

I could care less about the Penalties to AB and what not...I am not wasting feats on that. It just looks cool, just a RP thing for me. I have spells...that is what you blow them away with XD

So I sort of lost my point with all that... umm... for me personally, wanting Practiced Spellcaster removed has nothing to do with being anti-gish. It isn't a feat that promotes multi-classing, it is a feat that is used by people who want to fill in every crevice of their build by keeping their caster level up while managing to evade actually taking more caster levels than they have to. Is there a feat for Fighters that allows them to gain the bonus feats and AB they lost when they dipped Rogue?
Fighters don't need it, they gain stuff like Evasion, Sneak attack and UMD as a class skill for their dip. Taking 4 levels of rogue drops only 1 ab, something that takes 26 levels of High BAB classes wouldn't miss. It's more than a fair trade.
A caster taking a non-caster dip, loses minimum 3 caster levels on this server, and with dispels the way they are, that's a big hit. So yeah, the environment forces people to take the feat.
I imagine with scipting the spells that it would be possible to cap Practised Spellcaster to only give CL25 max or something (ie no benefit for a Wiz 27/PM3 taking it). Really only would be for things builds with a lot of non-caster levels, but it would have to go along with nerfing dispells obviously.

oh and compare it to UMD and the wands that give 30CL every time when it comes to dispells...
a rich warrior with UMD is better then any gish

( I am afraid that some players might not get this joke of yours. )

Or how about that it only grants that +1 caster level it is supposed to in a case of Wizard 27 / Pale Master 3?

If you can still achieve CL30 with Practised Spellcaster then the arguments about it covering up your multi-class dip are all relevant.
Question for scripters, is there a general Get Caster level function that every spell script calls? Just wondering how much effort it would be to make sure Practised Caster works like it should or could be capped somehow?

Actually, I don't want to remove practised spellcaster due to the additional DC, but to make sure that multiclassing comes at the cost of something.
This something is "losing at least 3 CL"
And this would have the added-benefit of eliminating the use of Practised Spellcaster to gain +1 DC.
Voila

Drawing a comparison, sheesh. Obviously a fighter dipping rogue has less drawbacks than a mage dipping fighter without practiced spellcaster. Of course, when you do have Practiced Spellcaster, there are
no drawbacks for the caster. At least the Fighter dipping Rogue might lose some bonus feats or AB.
What is the point of the fix you propose? It sems to be a fix that works to keep Practiced Spellcaster for the sake of having Practiced Spellcaster. The environment has to be altered to accommodate it, and if the environment is going to be changed, why not just fix it to make caster level gaps have negative effects that
aren't gamebreaking (starting with removing a lot of the dispel and spanning the AC, GMW buffs from levels 1-30 instead of 1-20).

Alright, Fighter 3, Eldritch Knight 10, Wizard 17. In this case you loose out a bonus Wizard Feat. It delays your spell progression, and you are required to spend another feat on Practised Spell caster.
Yes, you do gain some feats in return, but, you can live without most of them.

Considering the Fighter levels gave you Martial proficiency for free to qualify for Eldritch Knight and you picked up 2 bonus feats from 1st and 2nd level fighter (Combat Expertise and Improved Combat Expertise) I don't see what the big deal is. Pre-epic wizards aren't exactly feat-choked anyway unless they're aiming for more than one spell focus.

well lets get to the final crusade
delete all classes but warrior and all races but human, then go to abilities and skills to make restrictions
wipe all epic feats
delete all weapons but longsword and greatsword and long bow
after all don't forget to go and decrease appearance possibilities so that finally we will have one face and two hair styles for those who wanna stay original
etc etc
finally we will have a perfect server with no complaints
