disguise and pvp?

hello,

i just witnessed a murder ingame, thing is, the assasin had stomeskin on himself and claims that one won't recognize him on such.

furthermore i was told that technically i can pvp everywhere (thought there were areas where it isn't allowed) so at the campfire for example there are always people, unbuffed, many good rp'ers not even wearing an armor. could an hired assasin now take on a mask, change clothes and pvp his victim there "safely" (at least relatively safe, i mean fully buffed against say, unbuffed d4 of soft caster flesh, then running)?
