Habits/Hobbies: Kestral tends to build up a lot of stress in his life over his frustration of not reaching his goals to his own exacting standards. He can often be seen sighing at peoples ineptitudes.
Languages: Common, Elven, Dwarf, Halfling, Draconic. Kestral has probably read enough books to at least recognize most languages but is only fluent in Common, Elven, Dwarven and Halfling. Kestral does not make it a practice to try to speak the non-dragon version of Draconic.

Background:
Kestral was born to a farming family. Before he could remember, his parents were accidently killed by a wizard of some reputation through a accident involving circumstances not fully in the wizards control. The wizard, feeling sorry for Kestral, took him back to the tower.
Kestral does not know the wizards name and might refer to him as The Wizard. Growing up, Kestral spent much of his time in the wizards extensive library filled with minor tomes about magic and the weave. Kestral was raised by spellbooks in much the same way that many were raised by people.
In time, he was able to learn a thing or two about how to manipulate the weave, although in slightly non-traditional ways. He was unhappy with the progress gained just from the tomes in the library so would often leave the wizards tower to observe the creatures that lived nearby. He hoped to gain more insight into the weave by observing the world, however, in studying nature, he learned of another passion. At first it was simply a series of observations; by observing the world he could predict the outcome the future. This led to a game, trying to successfully predict the actions of those animals around the tower. This game led to a competition for the highest percentage of correct predictions and finally led to his study. It was in these predictions that he made an entirely different and radical one; the world was predictable.
With this knowledge in hand, He went back to his studies of the weave, with this new found knowledge that it should be predictable. However, after all of his observations he could not achieve any manner of predictability with the weave. Where magic was stronger and where it was weaker, the nature of elemental magic, the effects that such magic created and the alignment of spells were unpredictable. More so, his predictions of this predictable world were useless if he introduced magic.
This is the challenge that frustrated and confused Kestral from the age of 14 to the age of 18. When he turned 18 he decided to leave the wizard without saying a word. He brought with him a slight knowledge of magic and nothing more. Over the next 17 years he learned to perfect his strengths. His ability to predict the world became greater and greater yet his ability to predict the weave did not. He formed numerous theories under various assumptions however no matter which angle he approached the problem, the weave was unpredictable. Kestral became quite skilled at utilizing magic from his long hours trying to understand the weave.
During those 17 years, he practiced his magic on various creatures both able and not able to defend themselves. As a whole though, Kestral preferred to use ravens as the target for his magic. Kestrals predictions regarding the behavoir of ravens are bleak at best. While his rate of success with predicting ravens behavoir is in line with his prediction rate of other creatures, it is the worrying and often way off base predictions regarding ravens that he gets wrong.
Curious about other people who might be able to predict the world. Kestral was drawn to Candlekeep, which echoes the Prophecies of Alaundo, who Kestral believes solved the predictability of the world.
Goals:
Kestral wishes to be better able to predict the world. In this light, he wishes that everybody was capable of wielding magic in order to create a seemingly more unpredictable world. He believes that from this unpredictable world will become the answers that he seeks.
To achieve this goal, Kestral tries to spread his knowledge both of behavoir and decision theory and of magic, especially to races which traditionally do not utilize the weave often. Kestral does not believe that he should be the one to wield great power, but rather that everybody should wield great power so that he can wield even greater power.
As such he is quietly working to formulate his theories into something more simple than books, so that not only scholars but also farmers and performers and dancers and carpenters and smiths can wield such theories proficiently.
Possible Plot-Hook Ideas and Misc Flaws:
Kestral has various flaws. He has a hard time admitting any decision that he makes is wrong, often rationalizing that a decision to admit blame is a bad one. He is prone to frustration at beings that are unpredictable.
Kestral spends much of his time on this problem of making decisions and will often make decisions that are immoral if the cost of morality is much greater than the benefits. He often comes to a disagreement in how to achieve a common cause, Kestral often arguing on the side of a less moral action that leads to a better end result.
Kestral has an irrational fear of ravens (But likes Crows). This stems from consistently, irrational predictions of Ravens causing the end of the world.
Kestral has a cat familiar which he rarely utilizes as he observes how lazy and unimpressive the cat is in it's everyday life. Due to this, Kestral will often let his cat do whatever it wants.

Edited a few things up. Cleaned up a few things that didn't make much sense, narrowed his focus a bit more. I think I'm done messing with this now.
