Open Lock
If there is no penalty for bashing locks open (as it seems from reading other threads), is there any point to maximizing open lock? Are there for example places on this server where doors can only be opened by a highly skilled rogue, and his investment of points becomes a valued asset to a party?

Yes, some CHESTS can't be bashed and require lockpick. Also, some doors have a high lock chest in some areas like the maze or in DM events.
